Our Story

Operation Prom National Network, Inc. was founded in 2005 by Noel D’Allacco, who saw an opportunity to turn a simple idea into a nationwide movement. After noticing how many formal dresses are worn once and then left hanging in closets, Noel launched Operation Prom to give those dresses a second life—and give students in need the chance to attend prom in style.
What started as a grassroots effort to collect gently worn gowns has grown into a national nonprofit that provides free dresses and tuxedos to students who otherwise couldn’t afford them. Nearly two decades later, we've repurposed thousands of dresses, keeping them out of landfills and putting them into the hands of students across 10 states.
But it didn’t stop at prom. As the donations poured in, we realized that it wasn’t just prom dresses that needed a second chance—bridal gowns, cocktail dresses, and other formalwear were ready for a new story, too. That’s where Dress & Effect was born.
Located in White Plains, Dress & Effect is changing the retail experience by offering both new and once-worn dresses at affordable prices. We work directly with designers, retailers, and manufacturers to accept last season’s merchandise, samples, and clearance items. Every purchase helps fund Operation Prom’s mission—supporting students and reducing textile waste.
